My Lord,

I have the honor to request your Lordship's consideration to one of the provisions of the Hongkong Stamp Act which has been passed by the Legislative Council of Hongkong, and sent to England for Her Majesty's approval.
The provision to which I have the honor to refer is that under which a Duty is levied on Bank Notes circulating in Hongkong, and while admitting the general reasonableness of a Duty which the Corporation gladly pays elsewhere, I beg permission to remark that there are special reasons which seem to render it inadvisable in Hongkong.
The bulky and inconvenient nature of the Hongkong currency renders Bank Notes a necessity to the mercantile community, and affords a facility to the Government.
